m.context.page.bean.title : m.local.title : -- Welcome Technical Program Author Index Welcome from the President Dr. Abdullah Al-Alshaikh IDA President It is with great pleasure that I welcome you to the 2015 IDA World Congress on Desalination and Water Reuse. In recent years, we have witnessed unprecedented rates of change, in every aspect of our lives. Indeed, change is what marks our era, and our industry is no exception. This World Congress presents a platform for us to deepen our understanding and further our collaboration, to discover and to explore, to embrace change and what is possible in hopes of advancing our industry. Change in our industry occurs as a tidal wave that once ashore will transform our landscape and redefine the way we do business. Renewable energy, energy recovery, filtration performance, materials design, smart technology and automation, these represent giant leaps not gradual steps in advancement. As we stand before this wave of change we must decide to lead or follow. By participating in this World Congress, you have chosen to lead. At IDA, we have worked tirelessly to ensure that we stay in front of change, and that we remain dynamic, capable of adopting change to our benefit. And so, this World Congress represents a new era for IDA. Today, we act as a reinvigorated organization. We have reviewed and recalibrated our organizational strategy and are now rebranding ourselves. We are continuously increasing our efforts in learning and development. This is reflected in this World Congress with the addition of two co-located events and IDA Academy courses. Our already robust Technical Program has been expanded with the addition of nine thought-provoking and interactive open forum panel discussions as well as an Innovation Theater. We have encouraged collaboration and the coming together of a broad range of interests including corporations, government, R&D, academia and individuals within the industry. We welcome at this congress our colleagues from MASDAR, who will present a workshop on their efforts taking place to forge new alliances between our industry and the business community. We have opened our doors to civic leaders and school children, a way of “paying it forward” to develop future generations of young leaders. These are all important steps to prepare ourselves for the future, but perhaps most significant is that we have reframed our vision and mission statements to include sustainability. Sustainability is the driver of innovation, an innovation that is resulting in what is recognized as a third industrial revolution brought on by technology. It is the determiner by embracing sustainability, our industry chooses to lead. It allows us to recognize and celebrate our past but move in a new direction that guides us for the next 50 years. Through sustainability, we envision a future where desalination and water reuse are the critical underpinning of ensuring clean water as an abundant resource available to everyone. A Message from the Secretary General Patricia A. Burke Secretary General, IDA It is my great pleasure to welcome you to the 2015 IDA World Congress on Desalination and Water Reuse: “Renewable Water Resources to Meet Global Needs.” The theme, timing and location of the World Congress, which is widely regarded as the most important event for the global desalination and reuse community, could not be more relevant. Our return to San Diego comes at a time when America’s western states are coping with a historic drought that has put enormous stresses on the region’s water supply. This has served as a wake-up for all of us and a reminder about the important role our industry plays in ensuring a reliable source of clean water for the world’s growing population and economies. If there is a silver lining to this imposing cloud, it is that the San Diego area has been forward-thinking in terms of water management. The Carlsbad Desalination Project – the largest seawater desalination project in the Western Hemisphere – is nearing completion, and it is on schedule for delivering drought-proof water supplies to the San Diego County Water Authority by fall 2015. In addition, the Orange County Groundwater Replenishment System (GWRS), the world’s largest water purification system for potable reuse, is well-established and proves the importance of a progressive water reuse program. Both facilities have opened their doors to World Congress delegates with plant tours on the last day of the World Congress. Against this backdrop, you are sure to hear a great deal about the importance of integrated water resources management strategies – programs that start with conservation and also include water reuse and desalination – to ensure a reliable and sustainable water supply. We are fortunate that our colleagues from other parts of the world, including Western Australia and Singapore with its model “Four National Taps” program, have joined us here in San Diego. The lessons they will share from their successful programs offer a roadmap that can be applied in other parts of the world. San Diego is one of the USA’s most iconic cities, known for its beauty, great weather and California culture. Historically, it also occupies a significant place in the development of water treatment technologies. San Diego has long been considered to be the epicenter of desalination and water reuse development in the USA, and it continues to be a hotbed of innovation. It is home to many of the industry’s leading membrane manufacturers, universities, research and development centers, project developers and industry leaders. What better place for IDA to undertake an initiative that will memorialize and celebrate the contributions of many individuals who helped shape our industry as we begin filming a new “Conversations with the Pioneers” video series at this World Congress. The 2015 IDA World Congress is special in many ways. We have expanded the scope of the Technical Program to include a series of topical panel discussions designed to engage and involve delegates. The new Innovation Theater provides a venue to showcase new ideas and new products. For the first time, our World Congress will include an Education Day reaching over 400 middle school students, and a Public Outreach Session for civic leaders. The IDA World Congress provides an invaluable forum for dialogue about ways to meet the increasing demand for a sustainable source of fresh water. It provides a platform for gaining new insights, exchanging knowledge and points of view, and expanding one’s educational horizons. Most importantly, it provides a point of connection for people around the world, bringing together those who are engaged in desalination and water reuse as an end-user, researcher, academic, technology developer or systems integrator, service provider or consultant. The benefit of these connections is transcendent, as they become the catalyst for bold new ideas that will drive our industry forward to new heights. Thank you for coming to San Diego. I hope that the World Congress brings you the excitement of gaining new insights, the satisfaction of sharing your knowledge, and most of all, the joy of connecting with old and new colleagues from around the world in a celebration of our industry.
